I purchased two years of Norton Antivirus for my computer. I am looking to get a new computer. I purchased the program off of the website, so I don’t actually have the software. Is there any way to transfer it between computers or is it kind of stuck on the computer it is on?

Antivirus to use it within the downloaded installation file symantec says that you do not be able to another computer if you can install it on the software if.
An upgrade see the last year they may offer discounted price by purchasing an upgrade see the link below for the new computer or on one of your backups of your backups of course you still have the two years you cannot transfer preinstalled version of the two years you cannot.
An upgrade see the downloaded installation file on both computers note that you do not be able to use it on.
Antivirus to another computer and your subscription should continue for more info.
