I have already tried the following fix which I found on a pc website:
Boot into Safe Mode, click Start, click Run, type msconfig in the text box, and click OK. Click the Startup tab and look in the Startup Item list for entries that relate to Symantec, Norton, or McAfee. Click the boxes next to these entries to remove the check marks, click Apply, and then click OK. Reboot your computer so that it starts normally, and Windows shouldn’t lock up anymore
The above did not work so I’m back frozen mode again. Any help with this would be greatly appreciated.
I unchecked all of the items in the startup list and then tried to reboot pc in normal mode. PC rechecks all startup items when I switch back to normal mode using general tab in sys config. screen. How can I save my changes and reboot in normal mode?

The necessary boxes you can remove those programs when thats done go back to msconfig and recheck the necessary boxes try it starts and recheck the necessary boxes you need.
My guess is your not unchecking all the necessary boxes try it again hopefully it starts and try unchecking all the boxes you need.
try pressin Ctrl+Alt+Delete at da same time and when a window pops up saying windows task manager highlight the program if its still loading and press end task at the botttom
